In your sample, when you create a child f-in-box window, you create it with WS_VISIBLE flag, so the f-in-box window is visible and you can click on a button successfully.

When you create a pop-up semitransparent f-in-box window, you create it without WS_VISIBLE flag (for test add this flag -- you will see a semitransparent window and you can click on the button). But within handler of FPCN_PAINT you copy each flash frame into a dialog. So you see the buttons, but you can't click on them -- mouse events are not routed to the f-in-box window at all.
