Using flash movie creation tool/software

We intend use F-In-Box control for display a flash movie that have transparent background. Which tool or software we can use to create flash movie files, sothat they match with F-In-Box flatform?

Do you know any free tool/software to create flash movies?

For example, Adobe provides a free trial for Flash CS3.
